About the SouthWest EcoDistrict of Washington DC

The Southwest EcoDistrict will serve as a national showcase of innovative technologies and sustainable urban development and infrastructure practices. Revitalization of 10th Street and the adjacent Maryland Avenue corridor is a cornerstone strategy that seeks to establish a sustainable neighborhood comprised of workplaces, residences, services, amenities, and a distinguished cultural hub and visitor destination.

Nestled between the National Mall and the Potomac River in Southwest Washington, the area consists of a complex web of streets, freeways, and railways that form vast, empty plazas and super-sized blocks comprised largely of federal office space. The area is devoid of life and disconnected from the rest of the city and amenities—including the Mall and the waterfront—that are within easy walking distance.

SouthWest EcoDistrict Geo-BIM Platform

An EcoDistrict is a comprehensive strategy to accelerate sustainable neighborhood development. The SouthWest EcoDistrict of Washington DC will use a state of the art tools and process as a platform to manage the complexity and dynamic nature of the project. A web based approach and Cloud Computing will provide access to a wide range of users to real time project data as it progresses. Traditionally planning studies create static paper of PDF bound reports. The SouthWest EcoDistrict will be based on live data that can be viewed and edited by participants. Different levels of access to information will be available all the way from viewing updated plans and reports to logging in and interacting with the project.

An EcoDistrict takes into account all elements of a study area from individual elements inside buildings to regional impacts of planning decisions. For example the type of sink in a toilet has a direct connection to the amount of water a building consumes and the amount of waste created. The individual building is connected to the surrounding site, surrounding neighborhood and city and by extension to the entire planet. To manage this varying levels of detail of information, Building Information Modeling (BIM), Geographic Information Systems (GIS), and data driven systems will be used.

This web site serves as a live link to updates on information about the project as well as an entry portal for project participants to log in, comment and edit plans and reports. There are three main sections to this site:

National Capital Planning Commission

In December 2009 NCPC convened the Southwest EcoDistrict Task Force to advance the goals of the Framework Plan and apply the goals of Executive Order 13514 to a specific study area in the nation’s capital.

A partnership among federal and local agencies in Washington, DC, the Task Force is working to bring the Framework Plan’s vision to implementation by transforming a precinct south of the National Mall into a series of interconnected and distinguished mixed-use destinations that will serve as a model 21st century EcoDistrict.

Within an EcoDistrict, building related infrastructure and open space function together to meet sustainability goals such as managing stormwater on-site, reducing energy consumption, and eliminating greenhouse gas emissions. The Task Force will develop a Development Framework Plan and Action Agenda for the Southwest EcoDistrict by mid 2011.
